Third Layer: based on the observation at the second layer, it is checked if the cause of the problem is related to task, relationship based which are associated with internal leadership level or external leadership functions related to the environment. Task related factors may be like a gap in the design or analysis because of which the product development is not going into a right direction. There might be lack of clear goals and training is not provided to the employees or if proper skill set is missing which is required to accomplish the task. There might be relationship related issues which are due to a gap in the communication or misunderstanding within the team.
If there is lack of commitment within the team and there is poor performance in managing the conflicts then the problem related to relationship is noticed. If the problem cause is due to external leadership functions, such as some networking issues or higher management issues, then that might also create problems in the successful execution of the product development (Gumusluoğlu, 2009).
Fourth Layer: it focuses on the team effectiveness. This includes the performance of the team and support provided for development and maintenance phase. If the above three levels are performed correctly, then a high effective team is formed.
