The Finnish baby care package is implemented here, so strategies will be presented according to the existing implementation observed in Finland. The Finland Government gives this maternity care packages to new mothers on the arrival of their babies (Independent, 2016). Mothers receive a box which also acts as a temporary crib. The box is filled with essential items for the baby such as snowsuits, teething toys, nappy cream, mittens, mattresses, blankets etc. (Lee, 2013).
The publicity and PR strategy for moving on with the policy will be the push policy. Push policy operates in the following way. Firstly, the government notices the vacuum created which the policy addressed. Secondly, the government pushes policy into the right stakeholder segments as interventions.
Step 1: In the evaluation cycle, the first step is to assess how well the agency will be able to gather the needed input for the policy. As evident in research and media articles, people are indeed concerned about infant mortality and related issues. So the data collection step is better facilitated here. Also data collection in order to understand policy substantiation can be done by means of using data from Finland, for the baby box policy is used is from the country.
Step 2: The policy will be checked and analysed to understand whether it is of sufficient quality and whether it is timely and appropriate. At present, the policy does seem to be a need to improve infant mortality
Step 3: The policy will be tested and assessed if all the right people have the needed information to make the right decision. At this point, assessments will also be made to understand if the cabinet can make a decision based on the information or if it has to wait for more information input.
Step 4: At this step, the submission recommendations are considered for ensuring that the policy has been developed according to set standards. Evaluation control checks are also created at this point. This is to ensure that financial controls and non-financial controls are both efficient with respect to the program.
